what does the san francisco unified school district believe are some of the causes of this high drop-out rate? you mentioned outmigration. what are some of the other causes? what are the symptoms, why are we so sick? >> well, clearly the american high school drop-outrate -- we don't have a monopoly on that. * it's the case in most urban centers and even rural districts. so, the factors, they are complex. certainly we have our students during the school day, but it's hard to not make some correlations to sort of the other social economic factors, community factors, you know, people were saying sort of the slogan it takes a village. it takes a healthy village. some of the things we notice makes a difference is when we help students and families sort of meet some of those challenges. so, things that have proven successful in getting kids to better rates of proficiency, making mental health services available, making sure there is academic and enrichment opportunities in the summer and after school, making sure they are involved with a mentor, making sure that they're involved in advisories

san francisco unified school district's vision for student success, we do expect that every student who enrolls in our schools will graduate from high school, will be ready for college and career and be equipped with the skills to be successful in the 21st century. san francisco unified adopted a bold strategic plan with three goals focused on access and equity, student achievement, and account ability. -- and accountability. and there are six key milestones our superintendent has laid out toward measuring our progress and student goals. there are a few in here i want to highlight. they're kind of chronological starting with the first milestone, and that's the percentage of students who are ready for kindergarten. and that's important to today's topic because 30% of our students, based on our assessment, are actually showing up ready for kindergarten. so, that is a point of input. we then have a fourth grade milestone where you see that number after a few years has gone up a bit to 70 and 72% for meaning in which language arts and math standards. similarly you see our milestones for eig

francisco is continuing to give child development program in san francisco unified school district. it is a continued example of the continued commitment that the first five have and maybing the children of san francisco 0 to 5, even as funding is diminishing, our money is partly derived from smokers, we have fewer smokers in the state of california. the commission still prioritized the need and the importance of improving the quality of preschools for young children in san francisco. it is an effort to continue to close the achievement gap and the many excess gaps that provide it. it is always allowing opportunities for young children to carry important tools and strategies with them for the rest of their life. please remember the good work the first five is doing and the commitment that they have given to the san francisco unified school district, particularly in the near future when the city is going to be reconsidering reratification and authorization of many of the other bills and propositions that have been supporting the first five, thank you. >> thank you. let's move to item

so a question we have been asked is a couple years ago san francisco unified launched the superintendent zone so how did the superintendent zone schools perform? well, we know when we look at the five year trend that superintendent zone schools have posted double the gains in english language arts and posted triple the gains in mathematics as compared to the district. you see that in similar bar graphs that you saw earlier and ela proficiency rates the district grew ten points over the last five years from 51 to 61 and while the superintendent zone had a much lower proficiency rate starting in 2008 at 19%, you see a 16.1 growth over five years to 36. still a ways to go but what you notice there compared to the district there's significant more accelerated growth rate. please also note in 2010 is when we launched the superintendent zone. in the third set of bar graphs you see there has been an 18.4 growth in rates in the superintendent zoned schools that benefit from improvement grant money, so those came into our district in mid-2011 so you notice there that also a significant increase i

we constantly question the report about, real estate services, the san francisco unified school district about how they are utilizing the property. this is a large issue regarding our real estate assets. that is a larger question. i don't think this committee over this topic will be able to answer that question. that is a bigger issue i think the city needs to take a look at. i want to make that comment. a lot of this was geared about our assets. i think we deserve a larger and more thorough conversation in the future. when we talk about why it is we couldn't purchase the facility, why is it that we lost out. i know the city was in the process of doing it, trying to acquire that, from my understanding. the simple matter is we are a public agency that moves slower than some of the other entities. we have less to trade with. for example, property and other things. for these inherent reason and multiple boards, we are slower and less nimble to respond to certain deals that come up in the marketplace that happen very quickly. so i think we all need to recognize this so we can blame and point
